a NRI sold one house in India and having capital gain of 60 lakhs want to invest the same in property out side india and as per income tax can claim deduction u/s 54 of income tax act my question is that how can he remit the same money out side india as in 15cb their is no clause explained about the same how can he remit the money to abroad

yes... even NRI  can avail exemption u/s 54 provided he reinvest the money in residential house also he should have sold the residential property.
