First you specify your business details...
Clothing business Trading in private sector and Govt. sector
For suplies made to Govt sector then regular scheme is better.
In your case normal/regular registration required.

From which state are you supposed to carry business?
Go for REGULAR GST REGISTRATION u/s 9 of the CGST Act 2017. It will be beneficial for you Prasad Sir.
