Registration under Gst
If a person who doesn't have tractors of his own but makes supply of sand from tractors legally and his annual income from such is 20 lakhs whether he is liable for GST?

No, It's Exempt from tax...So, he is not liable for registration even if turnover (Annual Income) exceeds 20 lakh limit...
