Registration under GST
Is it necessary for the newly started business to get registration under ST and/or VAT for obtaining GST registration? Or can apply for new registration without registration under ST and/or VAT? What is the procedure for fresh registration?

Yes, he will be able to apply fresh directly with GST, but once the direct registration should start. Presently only enrollment of existing assessees registered with VAT, ST etc, is in progress.
