Registration of pvt ltd company

Good evening Experts!!
One new Private LTD co is to be incorporated, in which there are three director out of which one is NRI.

while filling form Spice there is a option where we can give details for director who has not obtained din and it will be allowed to submit spice form without obtaining din before submitting application for incorporation.

My Q is can we submit spice form without obtaining din for nri director also or we should obtained din first for nri director and then apply for Co Registration.
please suggest.
