Suppose sale in Assam is 11L and sale in Haryana is 4L.

Whether GST registration will be required in both Assam and Haryana???

Only in Assam, if only based on turnover.

but there is no clarification on this ,,,there is different opinions by different person,,some say registration in both Assam and Haryana are required.

If you have 'place doing business' in both, then you will need GST registration in both.

But, in the case of Assam, GST is yet 'self-explanatory'. The Tax Superintendents are barred to take any action regarding GST here in Assam. The difference is, if you register, you can claim benefits, if not registered you can't claim benefits. 

it means there is no MANDATORY requirement to have GST registration in Haryana since aggregate turnover is 15 lakhs i.e below the limit of 20 lakh but in Assam registration is mandatory coz Assam is special category state and also it's turnover is exceeding 10 lakh.

In Assam, it is now 20 Lakh and there is more proposal at the finance department to rise up to 40 Lakh. I am from Assam and related to 'Kar Bhawan'.

About 'mandatory' or not, I have already said, it's 'self-explanatory'. That means you can register even if you are exempted, but once you are registered you are liable to file 'GST return' as 'CA or self-assessed mode' in Assam at present. 

In your case, you are exempted in Assam.
