it is possible to take the TDS refund of RS 9000 of financial year 2016 2017

No return can't be filed normally but if notice is received by you than only the same can be done
Filing of return made mandotory as the income which received crosses the prescribed limit eg. for salaried individual If income is Rs. 250000 or more have to file return irrespective of notice received or not from IT
