How to report if the client is not providing any of the vouchers for the expenses incurred ?

consumer courts only if the management cant force to get an invoice
Present it in audit report
Put qualification in audit report
If only some vouchers are not provided, you can give qualified report. However, if no voucher is provided, it is better to resign as auditor.
