Regarding requirement of e-waybill for government hospitals

Hello! Sir, We are well known Pharmaceuticals Company who supply medicines to various Govt Hospitals/ESI Hospitals accross the country. All Govt Institutions/ESI Hospital have no GST Registration in GST Regime. How can we supply medicines to different States`s Govt Hospitals without E-Waybill. Any Rule for the Exemption of E-Waybill / GST Registration for Govt/ ESI Hospitals?? Pls help.
