Regarding port clearance

when we import goods and where the port clearance was made in different state from where we. took registration actually . so is it mandatory to took registration there in that state where the port clearance was made.

Ok then if we made import of goods and we directly from that port send goods. to customer for sale then what will be procedure we should charge igst? and e-way bill procedure?
There is two transaction herein first import for that IGST to be paid as RCM
And second is supply from your side to customer here is IGST will be paid only if the goods terminate to state other than state for which registration is claimed
