I have not filed ITR for FY -17-18, but my company deducted TDs . can I claim TDs related to FY 17-18 in FY 18-19 ?

Yes... FY 17-18 (AY 18-19) is still ongoing. You can file and Claim the TDS amount...

Last date of ITR filing is 31st July 18 (for non audit cases)

You can't claim the TDS amount for FY 16-17 in FY 17-18...

But,
You will file Condonation delay request to Your ITO for the FY 16-17 and You can get Refund for the TDS amount...
