Regarding itc
In Himachal Pradesh excise is not levied earlier so on inward supply we didn't get the credit on excise payment but after GST is it possible to get the input credit on the balance stock

Yes, you are eligible to take credit on closing stocks, but you have to file TAN1 for the same.
