well, traders will fill HSN Wise Summary of Outward Supplies, when they will fill GSTR-1 - Other-Details.

but; as you are a service-provider, Iam not sure about your case...

logically it looks that you will have to fill HSN Wise Details, like HSN of cement, rods, etc., utilized in repairing that bridge you are doing; per-month, BUT-THEN; a resturant owner is also a service provider like you & if; all the service-providers have to fill HSN wise details like traders then; what will that resturant-owner will fill in HSN Wise Details ?? HSN Code for potatos/rice/pulses???

may-be other experts will be able to shred some light on your case of being a works-contractor service provider.
