regarding ATC certificate issued by the ICAI

If somebody passed out the PCC exam & articleship also & now the respective articled assistant don't want to continue the CA course. As per the ICAI's announcement he/she applied for the issue of "ATC certificate & he/she is also alloted the certificate by the institute. Now, if he/she don't want to give the final exam (as stated above don't want to continue the course), he/she should make a registration for final ???? Since once the PCC is passed, everybody has to register for the final exam & take the study material.
