Refund procedure for double payment of roc fees during incorporation

Dear All, We had filed form 1 for incorporation of a public co. in March, 2014. Due to some technical error, our form got rejected. Due to implemenation of Companies Act, 2013 & other changes on MCA site, we did not get an opportunity to resubmit the forms as the rejection came in april by which time all the procedures had changed. We were told by ROC authorities to file new incorporation form INC 7 & pay the filing fees & stamp duty again. the total amount we paid again was in excess of Rs.3lacs. We were told that once you get incorporation certificate, MCA will give refund of fees paid earlier. We got incorporation certificate in august. we immediately filed application for refund via eform but till date we have not got any communication from ROC authorities. Our working capital has been stuck up since 8 months now. We have also visited ROC office where they told us to file online complaint. We have filed complaint also but nothing has happened ever after that. Kindly advise what we can do to claim refund of the ROC filing fees. Also, suggest how we can file refund application for double payment of stamp duty since in ROC eform there is no fieldfor stamp duty refund on double payment.
