if a person has won price money of suppose 51000, tds has been deucted i.e. he is paid remaining amount after deducting tds. but his total income is less than minimum limit of charging income tax. so he is not required to pay tax. will he get back the refund of tds deducted. please help.

yes then in this case if his final income tax liability does not arise then refund can be claimed.
