what is the procedure to refund Excess share application money to Foreign Invetor.whether company is required to filed Form 15 CA and 15 CB along with form A2.

You should ask your bank to credit to your account only an amount required by you for share application money. Excess money will be refunded by the Bank in equivalent foreign currency. You should get FIRC only for the amount required by you.
