Refund issue regarding fy 20-21

Hi,
in f.y 20-21 i filed my basic income as gross income, due to which income tax refused to take the hra i claimed but after replying to their notice i received my refund. but again this year they are adjusting that amount in this year's refund (eg. this year's refund 100000 and last year's 40000 so they are just paying 60000)
how should I proceed? because my only fault was instead of basic salary used gross salary
