Receipt for payment of VAT

I purchased a flat in bangalore that was under construnction. An amount was paid separately for VAT to the builder. Am I eligible for a receipt? Is there any adjustments available for the VAT paid in direct taxes (income tax/other)? I am a salaried individual.
