Reasons for late article registration form

 i did my article registration 3months later and i paid the late fee RS.300 

 but i did the francking on the registration form 

i did francking on oct 27 and submitted to icai  on the feb 15th will they ask the reasons

i wrote on a paper by stating like i got an operation thats why iam not able to submitted the form within time prescribed by the icai

will they send any latter to me to give another reasons

can i simultaneously do the job ( whether govt or praivate job)  while doing pactice 

it means i want give my singature to my friend  i want to do the job is it possible
