advocate given a bill of 3000/- to a registered dealer , what about RCM, and if give the bill to a unregistered dealer than what about RCM.

Advocate bill issued to RD is chargeable under RCM u/s. 9(3) of CGST act...........
When issued to URD..... liability to charge GST lies over advocate.
