is there any threshold limit on 9(3) RCM? i.e specified list
specially GTA

Yes...

For GTA services we have exemption/limit in two types...

i) Upto Rs 750 RCM not applicable in any way...

ii) Upto Rs 1500 RCM not applicable if it's single consignment...
