During 2017-18 , the Registered person has not paid GST on RCM basis on Transport ? . So now if he pays in GSTR 9 then any ITC available or it is ITC is lapsed ?

yes paid to RCM for service received from GTA but not eligible for ITC
No you can avail ITC as its last date was 31/3/2019 (As per order 2/2018) , But have to deposit RCM with interest
