is RCM applicable on taking GTA service by another GTA?

NO RCM Not applicable
Asif sir why RCM not apply in this case?
If another gta is reg person rcm will apply but if he is not registered no rcm is applicable unless it is partnership firm or body corporate or other entity covered under list of rcm for gta services
