whether RCM is applicable on rent paid for commercial property. If landlord is unregistered.

No not applicable refer section 9(4) of CGST Act 2017, it clearly says RCM applicable only in case of specified unregistered suppliers..
how ever your case is not covered under this section...
hence RCM not applicable..
