RCM on overseas purchase

Is it really required to raise self-invoice and pay IGST under Reverse Charge Mechanism on overseas purchases, if the vendor didn't issue an invoice?

And do I be required to pay the IGST under RCM? Or, just the self invoice without RCM is sufficient.

Will have to pay RCM and then claim ITC also if available subject to section 16 & 17
