RCM ON LOCAL TRANSPORT NOT GTA
I am sending goods through loader (local unregistered not GTA) and he does not issue any kind of document- whether RCM is applicable or not.

No rcm is only and only applicable if the gta gives you consignment note or GR ( Bilty) in other words.
But tds will be applicable on this as the case may be.
As per Notification 12/2017 CT(R) it covers under exempted supply , Hence No RCM is applicable.
