we have taken lawyer servicein the month of July
now my question is whether RCM applicable on it or not as RCM provision are postponed till September -19

In your case RCM is applicable
Bcoz RCM is suspended till sep 19 except if you take service from lawyer and GTA transport services.
So in your case RCM applicable @ 18% (with Fully credit ITC )
Supply under RCM covered U/s 9(4) is postponed untill 30/09/2019 whereas Inward Supply of service taken from Advocate falls U/s 9(3) of CGST Act still falls under RCM.
Yes RCM u/s 9(3) is applicable.
and this amount will available as itc or not?
