Whether RCM of freight paid on Capital Goods purchased is applicable during the course of construction of Factory?

GTA service is taxable under Reverse Charges.
The Service Tax Liability is on the person who pays for the GTA services ( Consignor or Consignee as the case may be )
An Abatement of 70% can be claimed.
