Yes RCM u/s 9(3) is applicable on Composition taxpayers
report RCM transaction in table 3 of Row 2 " Inward supplies attracting reverse charge"

RCM will be applicable at normal tax rate. Report in 3B as advised by Pankaj Ji.
However, being Composition dealer, you will not be able to avail the ITC.
