RCM in freights

1. freight paid outward supplies.
Ex:Ap to odisha
so, AP is local state. Odisha is other state to supply goods. my question is rcm in freight paid in igst or cgst please explain.
2. freight paid in inward supplies.
Ex: Odisha to AP
so material received from odisha to AP. my question is rcm in freight paid in igst or cgst.
3. 13.10.2017 onwards there is no RCM. rcm in freights paid or not. please explain.
