I take GTA service from Surat to Varanasi
and I pay 1200 bulk frieght transporter file returns which is show in my GSTR 2A @ 5%.
so can I file RCM for 1200/- frieght.

Yes the recipeint of GTA services is required to pay RCM. So you should discharge RCM liability and claim it in 3B.
