i purchased wastd Scraps plastics from unregistered persons rcm applicable or not

Hello Rahmathullah P.
It depends on what type of scraps plastic have you purchased and for the intended purpose. As far as I know, it is not a taxable commodity.
Although, kindly check on the government site.
