Quick Summary
This discussion clarifies the applicability of the Reverse Charge Mechanism (RCM) on purchases from unregistered dealers (URD). Generally, RCM is not applicable to URD purchases unless the buyer is a developer or promoter, in which case it applies to all inward supplies from URD. For other registered persons, RCM is only applicable if purchases from unregistered persons exceed 80% of total expenses, and it specifically applies to cement, capital goods, and promoter services.

RCM Applicable on PROMOTERS Services only
For cement purchase and capital good it is applicable
however for other expenses it need to be 80% of total expenses for other registered person
eg. if 65% purchase is from reg. person then only on 15% expenses RCM will be applicable
Conclusion Is that, there in no any RCM Applicable on URD Purchases
No RCM Applicable....
If the Purchaser is Developer/Promotor , then yes any inward supply from URD the RCM is applicable .
(Refer Noti 7/2029 CT (R))
RCM due will be generated in hand's of registered dealer time to time on the unregistered purchase of goods or services
