let me know the rate of tax on works contract

In current Service Tax regime, dealers whose turnover was less then 10L did not charge Service Tax and even the Buyer didn't have to pay reverse charge.
In GST regime, is there such turnover exemption ? ... Or will Buyer have to pay Reverse Charge if Seller is URD with turnover less then 10L ?
