What does non gst taxable purchase means

is salary paid also a non gst taxable inward supply
Salary & Wages not under GST.....
that's why it's a non gst inward supply

What Will be the effect of GST, if salary or wages paid through labour contractors.
Salary paid by employer to employee is out of GST - hence question of showing salary as inward supply does not arise - no need to show - it is not a supply of service in furtherance of business

It's not Salary/Wages Mr. Jailendra. They are work Contract basis then its Labour contract only... That is Under RCM if they are not registered.
Then - salary through labour contractor will attract GST @ 18 - manpower supply - if labour contractor is unregistered , then registered person must pay GST , under reverse charge
