Query regarding ignou degree to ca students

Hi.... i have completed CA-IPCC Group-1 and doing article ship. i heard that for the students of CA who are completed their both groups of IPCC can approach the IGNOU and by following the rules regarding such university to obtain the B.Com degree we are eligible to complete our graduation after the completion of articleship period. 

Here iam requesting you to clarify me, that such degree given by the IGNOU is eligible to apper for UPSC  Civil Exam (IAS)
