Query ? please help me ???????

Query ?? 1) My client is a commission agent , return filed though manually in chennai with a refund of rs 7520/= for a.y 2007-2008 & subsequently a cheque issued but till now not yet receive due to wrong address . 2) Now he shifted from chennai to howrah ( WB ) and he wants to receive that refund amount ( Rs 7520/= ) from kolkata JURISDICTION ( ward ) and i don't want to go chennai for that . 1) Is it possible ? if yes , what is the procedure to change jurisdiction from chennai ward to kolkata ward ?
