Sir,
I am a tax payer, and i have a refund of Rs 52000 for the FY 2017-18, but my tax consultant have not filed ITR return for the same year.
At this point of time what should i do? Can i even claim this refund?

In normal provisions no way for claim or file ITR AY 18-19, coz date is 31st Mar-19.
But,
You can go with Condonation delay request u/s 119(2)(b) to Your jurisdictional CIT... After accept the request then You can file ITR with the accepted state...

it's fy 2017-18 so last date is one year from end of ay I.e. 31.03.20 so you can file the return now
