Can a Board Approve the appointment of Company Secretary from back date.
EX:
Managing Director issued apointment letter on 1st july stating stating Mr.XYz. appointed as Company Secretar subject to approval of the Board at the ensuing Board Meeting.
and on 27 July (same month) Board approved his appiontment w.e.f 1july
can it do so.

Yes.
The Board may approve the appointment already made.
However, you may get the form DIR-12 filed for this appointment for re-submission. You can write a letter to RoC explaining the situation, attach it to the form and get the form approved.
Actually DIR 12 is approved since its a STP
MR 1 they put for resubmission .
