Can I write HSN WISE SUMMARY OF OUTWORD & INWARD SUPPLY in EXEMPTED SALE 0% in GSTR 9 ?

The HSN summary is mandatory to be reported only for those HSN which accounts for the minimum 10% of the total inward supplies.
All HSN are compulsory from this year
Only outward HSN summary is mandatory. HSN summary for inward supplies is optional
