A friend of mine earned income at Qatar from a Non-Indian Company And amount he had received in his NRE account maintained in Indian Bank.
As per Income Tax his stays our more in India and thus had a resident status for FY 2019-20.
Will the entire income be Taxable received from Qatar?

In my opinion, as a general rule all incomes of residents are taxable in India. Since you have mentioned for previous year 19-20, please check residential status of your friend for the previous year to which the salary belongs
