Hi please suggest is reveres charge applicable on purchase from unregistered dealer if i am under composite scheme ?

No... RCM not applicable from 13th Oct 2017 to 30th Sep 2019...
As per Notification 22/2018 CT (r) , inward supply from URD is deferred to 30/09/19, such inward supply is treated as Exempted purchases.
so RCM not applicable.

It's not exempted and RCM not applicable...
dear sir, how will you account in book of account and in accounting software tally for URD purchase?
