How and what will be the impact of purchase from unregistered dealer on GSTR ?

Purchase from unregistered dealer should be shown in Table 5 of GSTR-3B, as it is to be treated as exempt supply till 30.09.2019.
As the RCM on inward supply from URD is deferred till 30/09/2019 , hence such supply will be treated as exempted supply
ok... but what if registered dealer purchase from registered dealer without GST bill...then what will be consequences ?

Someone has to pay the tax. otherwise penal provisions will be applicable
seller is paying GST @ applicable rates... so no concern for him...right ?
its the loss of receipient who fails to claim ITC as it was paid by Supplier
For the unregistered purchases, the RCM is deferred till 30-9-2019. So no need to pay gst on URD purchase as it treated as exempted supply as told by Pankaj ji.
