I am a GST registered dealer, i am purchasing of chilles from farmers, gst applicable or not on chilles purchase

Hi sir, some brokers purchasing crop from farmers for very cheaper price and selling into wholesalers for highest market price, But brokers not paying any GST to government and they are not allowing other into village this is what farmer is losing heavily, please suggest the solution and brokers must prosecute
