I have received notice for payment due but I have no business during FY 20-21
so how can I file nil return of PTEC/PCRC?

PTEC does not require return filing (only annual tax payment), while PTRC does. If you received a notice for non-filing, you likely have a PTRC registration that needs to be either complied with via "Nil" returns or surrendered if you have no employees. You can manage payments or view your return status by logging into the MahaGST Portal.
