I have placed purchase order on 28t
h March 18, material and invoice will be received in April 18..purchase order was placed against budget for 17-18 ..should provision be made for year end in march18 .

Purchase should be record when payment is made or material is received - which ever is earlier.
in u r case u have to record u r purchase in April month because neither u have received the material nor made payment for the same.
