Provision relating to utilisation of ITC

If we have sufficient ITC of IGST, still we can use ITC of CGST for tax payment of IGST.

No you can't. Firstly you have to use IGST credit thereafter you use CGST or SGST
Claiming input tax credit is different. But while utilizing be bit careful utilize Igst credit first if utilized fully then utilize rent.
As per Rule 88A , IGST need to be exhausted completely then only CGST can be utilized
