RHP is a prospectus, which doesn't include complete information/ particulars of the issue i.e. no. Of shares offered and issue price per share during the time of issue.
Generally when company issues prospectus there is a price band of offer with upper and lower limit....so when such offer is made to institutional investors and anchor investors they decide upon small limit or certain price band(kind of rating by them). So company files with registrar RHP with all details expect the price and lot size (generally lot size doesnt change)

Red Herring Prospectus is a prospectus, which does not have details of either price or number of shares being offered, or the amount of issue. This means that in case price is not disclosed, the number of shares and the upper and lower price bands are disclosed.
