Promoter change after name approval

As such i think a noc to be attached in inc 7 form from existing promoter to add different promoter other than INC 1

BUT i also want to know if NOC from quitting promoter is required only or NOC from Remaing promoter is also required for the upcoming promoter( in place of Retiring promoter)

Say A & B filed form INC-1 for name approved and name got approved. Now B deciced to quit and instead of B, the person C want to join in place of B.

How many NOC will be made so as to process further 

NOC REQUIRED FOR BOTH OUTGOING AND INCOMING PROMOTOR. 

EXISTITING PROMOTERS CONSENT ALSO MANDATORY FOR ENTRY OF NEW PROMOTOR
